I am not sure why poor performers need to be defended. Free enterprises tend to establish monopolies and look after its own, be it investors, management, or trade unions, unless they pressed into position to compete. And currently they seems not to.

Their incentives should be along us feeling good, not us feeling bad and compete for a patient, not form monopolies.
