When drinking was a capital offense

Here's a really interesting history lesson. You can draw your own conclusions from this of course. Either this shows that drug enforcement is futile or present day methods of drug deterrence just aren't harsh enough. Here's a bonus question for all you drug warriors: What percentage of the population would you be willing to kill off in order to ensure a drug free society?
