This 5th item in the Contract is simple, it states:
"Ban the casting of proxy votes in committee."
To make a long story short, this was done by The Republicans. They passed this rule in early 1995, and it still stands today. This makes it so Congressman have to attend Committee meetings in order to vote. It is a good rule...

This makes sense. If they don't have time to attend the meeting, too bad. They should be on fewer committees. If they can't be there to hear debate they aren't qualified to vote!
